    Locke lived through a time of repression and civil war which led him to question the nature and scope of government and authority. He answered that government should protect liberty and property.

    According to Locke, property and liberty were natural rights. This was radically different from the idea that kings and monarchs had divine right and had the power to sanction property and to interfer with their subjects life.

    If those right are indeed Natural, they preceed any form of government. Government exist to protect those rights, but not to grant them.
