    Concern for individual liberty

    The liberty of those characters who are independent of outside moderation in the operation of those benefits which are supposed to be outside the territory of a state to regulate. Through publically agreed on legislation that agrees to a standard set of government constraints, the 'individuals as a sovereign group' basically the labors to defend against degradations of individual liberty.
