    Traditionally the answer has been C

    Now you just never know.

    If you let people in, you are going to get an increase in population, not a decline. So b is wrong

    When the West needed to be settled, you would never have heard of immigrants being asked to leave a country. So the answer to D would depend on what era you are talking about. D is not the answer.

    You might do A, but if you are growing, you need people and if they are well trained, so much the better. Somebody has to do the jobs no one wants to do.

    I'll stick with C and the answer, but don't be surprised if it is A
