    this is bc some law made so that the supreme court decides whether a law is constitutional and b is wrong its sort of the middle step no matter where the policy comes from it has to go through congress and pass w a 2/3 majority vote. i'd go w A bc why would a state official try and change it when they already make the laws for their state
