    The unemployment rate went down from 1933 to 1937 because the Franklin Delano Roosevelt became president and formed many alphabet agencies which gave jobs to millions of Americans. The president before FDR was Herbet Hoover who was a republican and believed in lassiez faire economics. This meant he believed the government should not intervene in the economy.
