    the Kellogg-Briand Pact failed to prevent future conflicts after World War I because it did not stop the rise of militarism as it lacked influence on foreign policy. The agreement blurred the legal distinction between war and peace because although the undersigned renounced the use of war they still engaged in it without necessarily declaring war.
