    The Monroe Doctrine is a policy of opposing European colonialism in the Americas that the United States adopted in 1823.

    In his letter to Congress, McKinley alludes to this practice by saying that the Cuban question is very close to the situation the doctrine addresses. Therefore, it requires intervention if the U. S. wants to act according to its traditional precepts.
