The supremacy clause

a. states that when the policies of states come into conflict, the state that has been a part of the united states of america for the longest period of time shall be supreme.

e. provides that when state laws are in conflict with the constitution or laws of the united states, state law must prevail because the states are closer to the people and their concerns.
