Answer: Among the options given on the question the correct answer is option C.

The Articles of Confederation restricted the power of the federal government and consolidated power at the state level

Explanation: The Article of Confederation was the first constitution of the United states. Actually after the independence the 13 confederate states came to the agree and make the Article of Confederation as the first constitution. The Article of Confederation came to power on March 1, 1781.

The article was in favor of the confederate states and the federal government was not able to control the states according to the article. Basically, the article gave the states absolute sovereignty. As a result the states governments were free to make in laws in their state and central government had no power for enforcing law in any states without the consent of the state. The central government did not have own law enforcement officers. Therefore, they had to depend on the state's force. The reason behind this weak central government that the founders fathers was afraid of monarchy after the long ruling of the British monarchy.

So, from the above discussion it is clear that option A and B is opposite of Article of Confederation. Because these option say about the strong central government and weak state government which was not possible under the law of The Articles of Confederation.

Moreover, the option D was never happened because in USA constitutional monarchy was never established.

Therefore, the answer is option C.
