    The Three Fifths Compromise was necessary. It balanced representation in the House of Representatives between Northern states with smaller populations and Southern states with large number of enslaved people whose numbers could unfairly tip the scales. The compromise counted enslaved people as 3/5's of a person for purposes of representation.
