    D. the open settlement of all of Indian Territory

The Reconstruction Treaties of 1866 were created between the US and the Five Tribes living in Oklahoma Indian Territory. These tribes were the Seminole, Creek, Choctaw, Cherokee, and Chickasaw. The treaties settled issues created by the US Civil War.

When the Civil War broke out, the Indian Territory became vulnerable to Confederate troops. The tribes split with some supporting the Union and others supporting the Confederacy. When the war ended, the tribes, regardless of which side they supported, together had to sign a new treaty with the Union to regain protection from the federal government. They treaty required those living in the Indian Territory to agree to many of the new laws established during the Civil War including the Thirteenth Amendment which ended slavery. Tribes remained in the Indian Territory but had to give up some lands for new settlers entering the area for farming, ranching, and for the building of railroad passages.
