For which reasons did New France grow slowly?

    France focused much more in Europe. They would often times neglect their

    colonies during warfare to focus on gaining land in Europe. This is partically

    because France felt that its navy would likely not be dominant over the British one, So they focused at home where British armies would likely not beat French ones on the mainland.
