When the Constitution was first proposed, there was no Bill of Rights. However, when the anti-federalists complained that the Constitution put too much power for the central government and too less in the hands of the people, due to their concerns about individual rights, the Bill of Rights was established, stating the citizens' rights and allowing the people more power.
