    Explanation:

    Qin Shihuangdi was the first emperor of the Qin dynasty. This dynasty managed to conquer the rest of the states that were constantly in war with each other, thus one by one, it managed to incorporate the territories of six other states. This resulted in the formation of one, large, powerful, united country. Qin Shihuangdi though new that in order to keep things under control he had to move away the power from the other states, so he centralized the country, shifting all of the power in the capital.
