To complete and adopt the United States Constitution it had to be ratified by 9 of the 13 states of America.

Massachusetts was one of the states that opposed to sign the documents until people in charge reserve in the draft the right of undelegated power to the states and constitutional protection of political rights.

In February 1788 a deal was made and Massachusetts and other states compromised to sign. The ninth to sign was New Hampshire on June 21, 1788 and the Constitution begun on March 4, 1789.

The document needed to be ratified by 9 of the 13 states to be the law of the land. The ninth state to sign was New Hampshire.

After the Revolutionary War, there was a lack of central authority that needed to be taken care of. That's why the Congress decided on the making of a Constitution in 1787. Some states opposed at first as it would take power from the states and lacked protection of basic political rights. In 1789, 12 amendments were adopted by the Constitution in order to protect said rights, as a mean of compromise that was reached between the states and the Congress.
