    Maybe these chapters can be comparable with the history of Old Testament.

    Explanation:

    For example, when the time of Abraham God there was many bad things in the earth and the sin was everywhere then God decided to Judge the people and after we can see when Noah try to explain that flood will coming soon buy nobody believed him but the Judgment of God coming as an answer of Sin.

    These are two example which are similar to the Isaiah described.
