How did the Virginia Plan address the issue of representation? Each state should decide how many members it would send to Congress. The number of representatives from each state should be based on population. Virginia should be the capital of the new nation. Each state should have an equal number of representatives in Congress.

    The Virginia Plan proposed that the number of representatives from each state should be based on population. This plan highly benefited Virginia since it was one of the most populous states of the nation. Hence smaller states opposed the plan. The plan also addressed issues related to the national government organization, such as the division of power into three branches: executive, legislative and judiciary.
