    President Lincoln used The Habeas Corpus Suspension Act (1863) which allowed the United States president to deny individuals of any access to a writ of habeas corpus, or court order that demanded that individuals be given fair trial in court instead of being held captive without reason. During the Civil War, President Abraham Lincoln had to strengthen presidential control over Washington and prevent Confederate troops from attacking it; he attempted to do so by suspending habeas corpus in order to facilitate the movement of Union troops to Washington, especially from Baltimore during a time when a state legislator attempted to stop the movement of Union troops.
