    Indeed, the reason why the Articles of Confederation failed is that they were designed to keep the Central government weak. They did that because they were trying to prevent the possibility of a central tyranny and because there were already states that did not have slaves and slave states which did not want a central government that might one day prevent them from continuing slavery. Therefore, the powers of the Central government were extremely limited.

    For a Central government to be effective it needs to be strong, otherwise its role is more symbolic than everything and each state evolves separately, in accordance to its own interest which as the example of slavery proves may be quite divergent.
