Redlining is defined the systematic refusal by some lending institutions or insurance companies to issue mortgage loans or insurance on property in certain neighborhoods regarded by them as deteriorating. Areas the banks considered risky were often impoverished and deteriorating parts of the city. Houses that were deteriorating were less attractive as collateral for loans. The process of redlining can lead to further decline as houses are left vacant for long periods, leading to further decline in value. Poorer neighborhoods will lose future investment.

Redlining refers to the systematic denial of services to specific residential neighbourhoods and communities. The term is most often used when referring to racial motivations.

Redlining can severely affect a city, as it prevents certain important services from being offered to the whole population. This, in turn, can make some areas of the city less appealing. It can also cause segregation by systematically benefitting only certain population groups.
