    In 1943, the governance of Texas, led by Sam Houston, had entered negotiations with Mexico in regards to the future of administrative status of Texas as either a self-governed entity or a state of Mexico.

    However, Sam Houston would have argued in favor of the annexation with the United States due to the weak property rights, reduced tax revenues, and overall lack of the sense of safety within the territory.

    Ultimately, the federal government of the United States entered annexation negotiations with Addams with the argument that the political climate of the United States was "amenable" to Texas and that it would act in their best of interests.
