In the end, the republican governments lost the support of voters in the southern states, and democrats returned to power.

    In 1877, army participation in public administration in the South was discontinued. The democratic governments of the southern states did not restore slavery, but adopted discriminatory laws called the Jim Crow laws. As a result, blacks became second-class citizens, and the racist principles of white supremacy still dominated public opinion.
