If you are referring to the Spanish-American War then the answer is the citizenship rights of inhabitants of occupied lands.

The Spanish-American War resulted in America gaining a significant amount of land from Spain. This included Guam and Puerto Rico. Since these new territories were now part of the US, the question of whether or not they had the same protections/rights as American citizens came into play.
