According to the excerpt members of Parliament have freedom of speech.

When it states that the freedom of speech "ought not to be impeached or questioned in any court or place out of Parliament" refers to the idea that these individuals can speak freely about the government without fear of punishment. America would later use this concept when developing the US Constitution after becoming independent from Great Britain.
