The United States needed a form of government when this nation had its beginning. The Articles of Confederation was the first Constitution of the country but had many issues. The Articles of Confederation served from 1786 to 1789 but left a weak central government that practically couldn't do much. That was demonstrated during the Shay rebellion in Massachusets, where Daniel Shay and other protesters violently attacked courts and public buildings.

The Articles of Confederation favored the states that were the ones that could collect taxes. In Congress needed money, it had to ask the states for it.
