    "We need government so we have a means to control our leaders." isn't correct. He doesn't even mention leaders.

    "We don't need government because people are well behaved." and "We don't need government because it has too many checks and balances." are wrong for the same reason that the next sentence to be presented here is right.

    He says: "If men were angels, no government would be necessary". But men are not angels, men are men. That's how he justifies his view on the subject:

    We need government because people are flawed.
