    Both Xiongnu and Kushan empires did not had economies based on agriculture. These people were nomads, herders, and they were living predominantly in the steppes where there's no suitable conditions for developing agriculture. Their economies were based around the cattle, trade with minerals and metals, and pillage mostly from the neighboring Chinese people.
