    Even though the effects were severe, the country was progressing but the threat of being colonized remained. Soon the country was being dominated by these foreign colonies. Riots took place in the capital to stop this transgression.

    To sort out a middle ground, similar concessions were granted to both the parties so that there would be no issues. The shah at that moment allowed the foreign invasion because he had no money and was unable to meet the expenses.
