Why is it so hard to get laws passed under the articles of confederation?

The reason why it is so hard to get laws passed under the articles of confederation is because States needed to have a 9/13 majority for laws to be passed, or as of right now, the majority needs to be 2/3 of voters. The articles of confederation was an agreement by the 13 colonies to become one nation and establish the functions of the government that was going to be used, and they became independent from Great Britain. During their time the articles of confederation came out, there were only 13 states, and those were the states that had a chance to vote on a law. Because of the Articles of Confederation, in order for them to pass the law for the country, at least 9 out of the 13 states must vote for the law. If they have anything less than votes for the law, the law will not be passed.
