    Congress has long been recognized as having plenary power in the realm of Indian affairs. There have been possible sources of this broad power. One of them is the Indian Commerce Clause. The Treaty Clause empowering the Executive to negotiate and the Senate to ratify treaties, has also been viewed as a potential source.
