    "into an ivory tower"is a term used to describe someone who shows an attitude of aloofness from or disdain or disregard for worldly or practical affairs in which he found himself or herself.

    Example, showing disdain for people who tries to politicalise the coronavirus pandemic rather than trying to find the cure.

    In the case of the administrator, he simply shows his disdian towards the way things are and his inability to do something about it hence his withdrawal.

    Ivory tower is defined as a place where people are happily cut off from the rest of the world.

    It involves Withdrawing or Separating oneself from ordinary people. Such person is not in touch with everyday practical problems.

    An example are Monarchs who don't go through what the average citizen experiences in the environment.
