Which minority wielded the greatest political power in the region in the period before the Civil War

In 1854 a powerful political force emerged and increased the resistance to change, the name of this strong minority was the "Planters in the South" and they were directed both, against immigrants and against the Roman Catholic Church, to which many of them belonged aswell.
