    A social security system was first introduced by President Franklin D. Roosevelt as part of his New Deal program. The New Deal was a program that was meant to provide relief from the Great Depression. This was a major social welfare program that in many ways remains in place. It introduced a pension system, an unemployment insurance program and aid to families headed by single mothers. Medicare and Medicaid were introduced to the system by the Social Security Amendments of 1965.
