    Before it was conquered, the aztec empire was primarily a small but complex civilization.

    Explanation:The empire had number of small territories ruled by local kings. The power resided with them for ruling their states. Although they had to pay some cut to the emperor of the aztecs. The aztec empire was made up of 3 different cities. To name them - Tenochtitlan, Texcoco (Tetzcoco) and Tlacopan. Out of these, Tenochtitlan was the military centre, and later became their prime capital.
