World War 1 was technically started by Serbia since one of their own killed the Austrian-Hungary archduke, Franz Ferdinand. However, it was Austria-Hungary who verbally declared war on Serbia on July 28, 1914 due to a disagreement concerning the Austro-Hungarian ultimatum. It spun off the WWI, but it really wasn't a world war until the other countries joined in on the fun.
