    The statement is - False.

The dictators do have total rule, but they never invite criticism towards them. In fact, when a dictator is criticized in his own country, the one that criticizes him/her always ends up with big consequences. The consequences can range anywhere from public shaming, arresting and imprisonment, beating and torturing, and even death. In general, a dictator tends to remove all critics in the society, and use brutal force and fear in order to prevent it.
