What process did the Philadelphia Convention devise for ratifying the Constitution and why?

    A. The Bill of Rights is added to the Constitution.

    B. Enough states ratify the Constitution for it to go into effect.

    C. The Constitutional Convention is held in Philadelphia.

    D. States begin holding conventions to debate ratifying the Constitution.

    The answer is B. The Middle and New England colonies would vote towards the Constitution, if the (so called) Founding Fathers would add a bill of rights. This was promised and the constitution was ratified in 1787. BUt they didnt add the Bill of Rights until 1891
