    You must have a defined territory. You must have a permanent population. You must have a government. Your government must be capable of interacting with other states.

    It takes a lot. You have to have a steady population. Like for one person who dies, two people are born, etc. You have to have a government or a dictatorship. You have to have laws for the people to follow. Finally, you have to have states in that country.
