Who does the Texas Declaration of Independence blame for violating the liberties of Texans

Texas Declaration of Independence, signed on March 1836, blames General Antonio López de Santa Anna, the current president back then, for violating their liberties by repealing the Mexican Constitution and giving himself absolute power, changing Mexico into a centralist military dictatorship.

Among the injustices toward Texans were attempts to confiscate their cannons, prohibition of new settles in the state, the negation of the constitutional liberty and republican government that had been promised before such as the right to keep arms, to trial by jury, public education and freedom of religion.
