One of the main subjects at the time of statehood was the provision of public higher education. During this period the union of the states of Oklahoma and the Indian territory was taking place. The Indian territory did not have institutions of higher education so it was a priority to provide provision.

The second subject was that immediately after the two states are proclaimed as one, higher education institutions from the territory of Oklahoma would be duplicated in Indian territory.
