The virtual enslavement of Asian American in the late 19th century was possible because D. the government refused to protect them from their employees.

For example, Asian were recruited to work at large projects such as the transcontinental railroad from California to Utah, and many were killed by the harsh conditions of work. In 1886 28 Chinese miners were killed in the Rock Springs massacre, and the next year robbers killed 31 Chinese miners in Oregon. A large amount of immigrants were not given the U. S. citizenship and suffered several forms of discrimination such as the Chinese Exclusion Act. Their children, born in America, suffered the same discrimination despite being American citizens.
