If the Government were to put more funds towards some of the poorer neighborhoods, then they might not be so shabby. What about free healthcare to those who can't afford it? Or even free Childcare / Daycare centers that use Government funds to take care of Children whose parents may be too poor or too busy working to properly take care of them.
