    The correct answer is C) Emma Goldman and other radicals were forced to leave the country.

    Indeed, the American legion was actually fiercely anti-communist and violent and they would have never opposed the Palmer raids. Hoover was also staunchly anti-communist and could not care less for civil liberties. There were plenty of anarchists in America after WWI but there were not many left after the Palmer raids arrested most of them (who counted many foreign nationals or naturalized Americans among them) and the subsequent deportations.
