The right answer is: B. The suffrage was a census and divided citizens between assets and liabilities. The assets were those who, in addition to meeting age and domicile requirements, paid a contribution equivalent to three days of work. Those who could not pay were considered passive citizens and had no right to vote.

The 1791 constitution birthed the National Assembly, which ruled alongside the king, set out to represent the interests of the general will. It both limited the king's power and asserted its legal by introducing it into the Constitution and forming a system for recurring elections. Since there was a fear that the country would be ruled by representatives' self-interest, the king was allowed a suspensive whilst representative democracy weakened the king's authority.
