The Vatican did hold some minor degree of authority within Byzantine lands, but nothing of note and surely negligible. The Pope did hold sizable power over the Holy Roman Empire from Charlemagne's inauguration on Christmas Day in 800 until, arguably, Napoleon's crowning as Emperor of France by the Pope on December 2, 1804.
