Why was the states' rights question not answered? Congress passed the Compromise Tariff of 1833. Southern states decided not to secede. The Supreme Court declared states' rights to be unconstitutional.

    The compromise tariff of 1833 was created to reduce the tariff that imposed by the federal government to the southern states for every goods that they produce.

    The compromise was made because at that time the federal government received massive pressure from the southerners to reduce the tariff and threatens that they would secede from united states if the federal government refuse to made the compromise.
