Bill Clinton's ability to enact domestic and economic policies was hampered by

    C. a damaged reputation following impeachment

    Explanation:

Bill Clinton was one of the more liberal presidents of the US in a time of many conflicts and had tried to keep a level headed approach to many of the approaching complexes of the coming millennium.

However, his impeachment made him a laughing stock or the part of the derision of the common people for things sometimes unrelated to politics.

This hurt his stance as a strong politician as well as he was no longer seen as a serious candidate after the impeachment.
