    Answer: James Madison mentions in The Federalist No. 51.

    Quoting a part of the article: "But it is impossible to give each department the same power of self-defense.

    In the republican government legislative authority necessarily predominates. The remedy of this inconvenience is to divide the legislature into different branche, trying by means of different systems of choice and different principles of the action, which are as unrelated to each other as the common nature of their functions and their common dependece on society allow".
