    Progressives includes the workers, and consumers; mainly the middle to lower class or income earners of the society.

    3. Why the Progressives are a difficult group to categorize under one heading?

    This is because even though, the progressives embrace modernity and progress, some of them pursued a racial agenda, which led to the segregation of the federal government, thereby leading to promoted discriminatory policies and espoused intolerant ideas.

    Hence, it is difficult to categorize the group under one heading as there are sometimes conflicting ideals and beliefs among them.
