    I believe the answer is: the clause prohibiting the establishment of a religion.

    Due to the separation of church and state, public infrastructure is banned from being used as a religious instrument. Public schools are considered to be public infrastructure. Forcing all students to do official prayer, might violate the right of some students who held different religion than the majority.
